The Designated Workshop Endorsement (officially titled the "Motor Vehicle Designated Workshop Endorsement" or "Designated Repairer Clause") is an optional add-on under commercial motor insurance designed to safeguard policyholders' right to independently choose their preferred repair facility following vehicle damage. Under the current commercial motor insurance framework, this coverage is not included under standard Comprehensive Own Damage coverage, but is offered as a standalone add-on for vehicle owners to purchase based on vehicle segment, make, and repair preferences.

Scope of Coverage and Policy Terms

The primary purpose of the Designated Workshop Endorsement is to lift insurer restrictions regarding appointed panel workshops, with key features including: 

Autonomy in selecting repair facilities:

Without this endorsement, when an insured vehicle suffers accident damage, the insurer will typically direct the vehicle to its standard panel workshops or designated brand-authorised service centres (4S centres) for claims assessment and repairs as stipulated in the policy.

With the "Designated Workshop Endorsement", should an own-damage accident occur within the policy period, the vehicle owner is entitled to nominate any legally licensed automotive repairer—particularly a brand-authorised service centre or luxury marque 4S centre—to carry out repairs. 

Premium pricing and rating structure: 

Premiums for this endorsement are typically tiered based on the vehicle’s brand segment, market value, and age. Generally, premiums for premium and luxury marques are higher, reflecting the significantly higher parts costs and labour charges at official 4S centres compared to independent workshops.

Policy Exclusions and Compliance Requirements

To balance underwriting costs with owners' specific repair preferences, the policy incorporates certain limitations and exclusions:

Exceeding designated or own damage coverage: If the nominated workshop lacks statutory automotive repair licensing, or the repairs fall outside the scope of the basic Own Damage policy (such as repairs to unapproved modifications or non-endorsed aftermarket accessories), the insurer reserves the right to decline payment for the associated additional repair costs.

Assessment of reasonable repair costs: Even when a workshop is nominated by the insured, repair line items and labour charges must remain within prevailing market benchmarks. If the nominated workshop's quotation substantially exceeds standard industry rates for the segment, the insurer's liability will be limited strictly to reasonable and customary repair costs. 

Impact on manufacturer warranty and genuine OEM parts: 

Opting for this endorsement ensures that vehicles still under manufacturer warranty can return to official 4S centres following major accidents to be repaired with genuine OEM parts. This prevents warranty invalidation and mitigates any negative impact on future vehicle resale value arising from the use of non-genuine or aftermarket replacement parts. 

Claims Process and Underwriting Management 

Accident notification and repair nomination: 

Following an accident resulting in vehicle damage, the vehicle owner must explicitly notify the insurer of their intention to repair the vehicle at a nominated workshop when lodging the claim, accompanied by the relevant endorsement schedule or policy document.

Adjuster survey and claims settlement: 

The insurer's claims adjusters will coordinate directly with the nominated workshop to inspect damage and agree on the repair scope. Once repairs are completed, the insurer settles the approved claim amount directly with the workshop, after which the owner can collect the vehicle as arranged.
